VIVA Strategy + Communications facilitated the development of local partnerships and led a strategic planning process to build San Bernardino County’s quality rating and improvement system (QRIS), which will elevate the quality of their early learning programs and increase access to high quality early learning experiences for children throughout the county.



With the release of California’s QRIS Block Grant, and a growing statewide focus on early learning systems, First 5 San Bernardino recognized an opportunity to build a county QRIS that would integrate and align existing quality improvement services and investments into one coherent system, and engaged VIVA Strategy + Communications to lead this effort.



VIVA worked with First 5 San Bernardino to convene a collaborative of early learning partners, educators, and champions throughout the community to be involved in the strategic planning process. Over the course of eight months, VIVA and these partners worked together to gather information from key stakeholders through strategic planning sessions, interviews with local leaders, and focus groups and surveys of early childhood educators. Partners were engaged to increase understanding about the core elements of a QRIS and the emerging California standards for quality early learning programs.

This collaborative process resulted in a QRIS strategic plan that established a vision, purpose, and values for the system, and set the course for the launch and implementation of a QRIS in San Bernardino County. VIVA is currently working with San Bernardino to support the implementation of the QRIS with an emphasis on building strategic partnerships and establishing and operational and communications infrastructure for the system.
