THE BIG PICTURE

VIVA developed a strategic communications plan and brand identity to support the launch of a quality rating and improvement system (QRIS) for the Orange County Department of Education (OCDE) that is recognizable and valued by parents, providers, and the broader community.

 

THE BACKGROUND

As a recipient of Early Learning Challenge – Race to the Top funding, OCDE had the opportunity to improve the quality of care for children in Orange County by launching a QRIS. The primary goal for Orange County was to develop a system that ensures that all children ages 0-5 are receiving high quality early care and education. OCDE hired VIVA to lead their strategic communications effort, including a communications plan and brand strategy.

 

THE NITTY-GRITTY

To develop the communications plan, VIVA led a thorough discovery process, including stakeholder interviews, planning sessions with OCDE staff and partners, and research on current communications activities across the county. The plan includes strategies that target each of the audiences that are critical to OCDE QRIS communications. VIVA also led the development of a brand identity process for OCDE’s QRIS. The brand, QualityStart OC, was developed to communicate the system as a shared community partnership. VIVA’s work included developing a brand strategy, name, logo, style guide, and brand voice. To support brand communications, VIVA developed a branded suite of materials, including stationery and a presentation template, and coordinated a photoshoot to get unique photos that strengthen the brand’s visual identity.

As a result, OCDE is equipped with a blueprint for QRIS communications strategies and a compelling brand identity–contributing to increasing participation and community engagement.
